Hampton Dowling is a Senior Executive Director at Sabre Systems, Inc., with responsibilities for coordinating development & execution of his line of business focused on counter narcoterrorism, networks and illicit trafficking, with included emphasis on providing solutions that preserve and improve the security of multi-modal commerce and transportation worldwide. He’s currently leading a joint venture, Sabre-i3, comprised of over 50 international companies to provide subject related services in remote and unstable regions.
Mr. Dowling has served as a vice president and director in companies such as L3 Communications and DRS Technical Services, and held senior program management positions within Lockheed Martin Corporation and SAIC; each with responsibility for strategy design, contract value delivery and planned business growth across a broad domestic & international customer base. Based on high leverage engagements worldwide, Mr. Dowling is a recognized authority on today’s virtual and physical challenges to national sovereignty, secure commerce & supply-chains and their related technologies, and associated legislative & contractual compliance requirements to US and international conventions. He has testified before US congressional sub-committees, is a frequent speaker and panel member at international forums, and a featured contributor to US and international trade publications. He is well versed in related subjects affecting the US, Latin America, SE Asia and the Middle East. Of note, Mr. Dowling was recently the Principal Investigator for NAVAIR to develop a comprehensive assessment of options to improve interdiction rates in regions of Latin America; a report which has been of direct import to current classified programs in support of irregular warfare, counter illicit trafficking initiatives
Mr. Dowling has served as a Special Assistant to the Vice President and as a Senior Program Manager at the Defense Threat Reduction Agency for related classified programs before retiring from the Navy in 2002 in the rank of Commander. Today, Mr. Dowling serves as an advisor or board member to several organizations, holds a Bachelors Degree from the University of California at Los Angeles, an MBA from Golden Gate University, and is a certified Project Management Professional in both private industry and from the US Department of Defense.
